World civil time is not limited to whole-hour differences. Several zones use an additional 30 or 45 minutes, which makes exact arithmetic essential.
The Chatham Islands provide a useful example of why selected-date membership matters. Their IANA rules can place the civil clock in a :45 offset whose hour component changes seasonally.
Two locations can share the same UTC offset right now without sharing one civil time zone. One may stay on that offset year-round while another reaches it only during part of the year.

Convert a UTC clock time using a fixed numerical offset. This calculation does not apply DST because a fixed offset has no seasonal rule of its own.
For UTC+05:30, add 5 hours 30 minutes to UTC. For UTC−04:00, subtract 4 hours. If the result crosses midnight, the calendar day changes accordingly.

For numerical clock arithmetic, UTC+03:00 and GMT+03:00 express the same three-hour displacement. UTC and GMT are not identical concepts: UTC is the computational time standard, while GMT also has civil and historical usage.

Civil timekeeping is not limited to ideal one-hour slices of longitude. Some jurisdictions use 30-minute or 45-minute offsets, and the observed civil range extends from UTC−12:00 to UTC+14:00.
