Why are there 30-minute UTC offsets?

Why are there 45-minute UTC offsets?

A small number of civil zones use offsets ending in :45. Examples include UTC+05:45, UTC+08:45 and UTC+12:45, with UTC+13:45 appearing seasonally in the Chatham Islands.
