The offset chart groups IANA time zones by the UTC offset they use right now. Because seasonal rules can move a zone from one offset to another, this list is calculated for the current date rather than frozen as a permanent table.

Not every civil time zone uses a whole-hour difference from UTC. Fractional offsets are important when converting times, scheduling meetings and interpreting an offset chart.
Newfoundland uses a half-hour offset during standard time, with a seasonal daylight offset when applicable.
Afghanistan Time uses a 30-minute offset from the neighboring whole-hour UTC references.
India Standard Time uses UTC+05:30 year-round and does not use a seasonal daylight change.
Nepal Time uses a 45-minute offset, one of the clearest examples of why a world chart needs more than whole hours.
Adelaide and nearby areas use a half-hour base offset, with a seasonal daylight change in participating jurisdictions.
The Chatham Islands use a 45-minute base offset and a seasonal daylight form when in effect.
A named time-zone family can use different abbreviations and UTC offsets during the year. The umbrella name stays useful even while the active seasonal form changes.
Short codes are convenient, but they are not always unique. For example, CST can refer to different time standards in different regions. Use an IANA zone or location when precision matters.
